What we did

Between March and April 2025, we engaged with the community on the proposed resurfacing and access improvements to a 2.8km section of The Boulevard, between Banksia Street (Heidelberg) and Burke Road North (Ivanhoe East).

Engagement activities included:

  • Online survey (285 responses)
  • Interactive map for location-specific feedback (156 comments)
  • Community information session on 3 April 2025 at The Ivanhoe Centre (144 attendees)
  • Direct email correspondence (37 submissions)

We received 478 pieces of feedback during the consultation.

What we heard

Amongst responses we received mixed views of support and concern.

  • Support

    Support for improved access and safety for residents, pedestrians, cyclists, and emergency services.

  • Concern

    Concerns about increased traffic, loss of rural character, and safety risks for vulnerable users.

Key themes

Key themes identified from the engagement so far include:
  • 64% of participants rated the current road condition as average to very poor.
  • Potholes and uneven surfaces were seen as hazards, especially for pedestrians, cyclists and wheelchair users.
  • Many agreed resurfacing is needed but feared it would encourage more traffic and speeding.
  • There were mixed views on whether resurfacing alone would improve accessibility.
  • There was support for better access for emergency services, waste collection, and people with disabilities.
  • There was strong desire to maintain the rural, quiet feel of The Boulevard.
  • There were concerns about ecological disruption, wildlife safety, and light pollution.
  • There was fear of rat-running, increased vehicle speeds, and commuter shortcuts.
  • There were calls for additional traffic filters, speed humps, and access restrictions to mitigate these risks.
  • There were concerns about fast-moving cyclists and potential conflicts with pedestrians.
  • There were suggestions for dedicated cycle lanes and speed management for bikes.

What’s Next?

We appreciate your feedback and will address your suggestions in the next design phase.

We will analyse your input, revise current plans, and aim to complete detailed designs for access improvements in the 2025/26 financial year. Localised consultations with affected residents will also be conducted.

The proposed ideas

We're talking with the community about resurfacing 2.8km of The Boulevard in Ivanhoe East.

The proposed ideas aim to improve access for residents and ensure the safe delivery of essential Council and emergency services. They also aim to reduce through-traffic, preserve the area's green and rural character, provide a safe and more reliable route for bike riders, and enhance the cycling route between Heidelberg and Ivanhoe East.

What are the ideas

  • Resurfacing The Boulevard between Banksia Street, Heidelberg, and Burke Road North, Ivanhoe East, to improve the surface quality and make it safer.
  • Adding consistent widths and gravel pass points to provide more comfortable travel for pedestrians, bike riders and vehicles.
  • Creating a calmer environment by reducing through-traffic on The Boulevard south of McCubbin Street.
  • Balancing resident access with traffic safety at Linn Street with new 'no through road' signage and access improvements.
  • Making corners safer by implementing design measures such as speed cushions or slow points for safer speeds.
  • Investigate opportunities to enhance connection to the Main Yarra Trail at Gruyere Crescent.
