About the Plan
Council has endorsed the Draft Joint Community Infrastructure Plan for community consultation. The plan has been jointly developed by Banyule & Darebin Councils, Latrobe University, the Victorian Planning Authority and several State Government Departments to address future community facility and public open space needs in the areas covered by the Latrobe National Employment Cluster (LNEC) which is designated for high future growth and development.
The project includes two broad aspects:
- A community infrastructure plan for the areas included in LNEC and
- A high level Masterplan for the Darebin Creek Corridor (Bundoora Park and Banksia/Dundas Street)
The draft plan brings together a range of existing plans and strategies that are relevant to the provision of facilities that are needed to address projected future population growth and intensified residential density. Whilst there has already been some initial consultation in developing the draft, Council is now seeking community feedback on the completed draft plan before it is finalised for adoption.
The aim of the Plan
The aim of the Plan is to identify ways in which the existing silo approach to community infrastructure provision can be changed to ensure future services and infrastructure are delivered in an integrated, efficient and equitable way for participating organisations as well as benefits to the community.
What area does the Plan relate to?
The Study Area has been chosen to align with the La Trobe National Employment Cluster. The Cluster is one of six similar areas designated by Plan Melbourne, the Victorian Government’s metropolitan strategy, for significant future growth in employment and residential development. The designation of this area as an employment cluster will place significant demands on future community infrastructure as well as the role and function of the Darebin Creek which is an important environmental and social artery connecting many of the communities located within the area.

Short Term Action Plan
Each partner organisation has provided some indicative priority actions for the short term follow up and works towards the implementation of this plan. Overall the Working Group has been a useful mechanism that brings the partner agencies together to report back on what each partner is doing and to identify opportunities to work collaboratively.

Long Term Action Plan
In response to the projected population growth a detailed assessment of indicative community infrastructure needs was undertaken. A long term implementation has been developed that summarises all proposed actions associated with the Joint Community Infrastructure Plan.
The Long Term Plan is broken up in the different precints that make up the study area.

Darebin Creek Masterplan
A key feature of the study area is the Darebin Creek which connects a number of the key precincts within the study area. This significant asset plays an important natural, recreational and cultural role, and is a key focus of the Joint Community Infrastructure Plan.
The Draft Darebin Creek Corridor Masterplan outlines action to improve this major piece of community infrastructure that will harness the environmental, social and economic values of the Creek and surrounding area to better support community health and wellbeing, improve accessibility and perceptions of safety.
