Stage 2 engagement

From 23 March to 27 April 2026, more than 220 people shared their feedback on the draft Public Realm Concept Design and Diamond Village 2041 Strategy. This included 162 responses to an online survey, feedback from almost 60 people at pop-up sessions, conversations with local traders, and a workshop with students from Greensborough Secondary College.

What we asked

Based on feedback from Stage 1 engagement, we created two plans.

  1. An early Public Realm Concept Plan for upgrades to public spaces over the next two years, including a new public toilet, a pathway linking the shops to Delta Reserve, and improvements to the park.
  2. Diamond Village 2041 Strategy - a long-term plan that sets out a draft vision, goals and actions to guide improvements over the next 15 years.

We then asked the community for feeback on:

  • ​Public Realm Upgrades

    • Overall support for the draft Public Realm Concept Plan.
    • How well the plan would improve safety, access and connections around Diamond Village.
    • We asked the community for feedback on a range of proposed upgrades.
    • Any other improvements Council should consider.
  • ​Diamond Village 2041 Strategy

    • The proposed 15-year vision for Diamond Village.
    • We asked the community for feedback on the strategies actions.
    • Any additional ideas or suggestions to help shape the future of Diamond Village.

What we heard

  • Support for the public realm upgrades

    The community strongly supported the proposed upgrades, seeing them as a positive step towards a safer, more accessible and welcoming Diamond Village.

  • Key improvements suggested

    • Move the public toilets to a more central and convenient location.
    • Replace the two proposed walkways with a single walkway.
    • Minimise the loss of car parking, to consider the needs of older residents.
  • Support for Diamond Village 2041

    The community strongly supported the Diamond Village 2041 vision, with only minor suggestions to better reflect the diversity of the local community.

  • Strong support for key actions

    Most of the proposed actions received strong community support. Support was lower for apartment development above the shopping centre, but opposition remained in the minority.

What has changed?

Based on community feedback, the proposed updates include:

  • One wider, centrally located walkway between the shopping centre and Delta Reserve.
  • Public toilets moved to a central location along the walkway.
  • Removal of the proposed Delta Reserve extension (toilets are no longer proposed there)

These changes aim to:

  • Place the walkway and toilets in a central location, making them easier to access from both Delta Reserve and the shopping centre, while helping improve safety and reduce vandalism.
  • Reduce impacts on nearby homes, keep more existing car parking and trees and create a stronger connection between the shopping centre and Delta Reserve.

Minor updates are also proposed to the Diamond Village 2041 Strategy to:

  • Better reflect the diversity of the community.
  • Align with the updated public realm upgrades.
  • Include actions to advocate for improvements to State Government-owned land and assets, such as the shopping centre arcade.

What next?

Council will consider a report at its meeting on 13 July 2026 outlining the results of Stage 2 community engagement and recommending adoption of updated versions of the Public Realm Concept Plan and Diamond Village 2041 Strategy, incorporating changes based on community feedback.

If adopted, construction of most public realm upgrades, including new public toilets, is expected to begin in the 2026/27 financial year following detailed design and completion of required approvals.
