Sporting Facilities Capital Works Policy

The Sports Facilities Capital Works Policy is a new document that outlines our approach and considerations in planning and providing new and upgraded sports facilities and infrastructure projects.

The Policy provides a clear and consistent framework which considers the following:

  • Responding to community needs
  • Sporting club functional requirements, requests, and priorities
  • Sports facility and infrastructure standards and guidelines applicable to facilitate sports competition and training
  • Financial management including grants, partnership and contributions from clubs.

The Policy applies to the development of new, and upgrades to existing sports facilities and infrastructure on land that is owned and managed by Council. This includes:

  • Pavilion development, including change and social facilities
  • Sportsground reconstruction and irrigation
  • Sports field lighting
  • Shade structures
  • Cricket wickets and nets
  • Synthetic pitches and greens
  • Court resurfacing
  • Coaches’ boxes
  • Storage
  • Bin cages

It excludes indoor stadiums and aquatic/leisure centres.

The framework presents benchmark standards for community buildings to meet current, emerging and future needs of communities. The below principles are used to highlight the focus for sports facility and infrastructure investment.
