A future for Greensborough Activity Centre

We are reviewing the Greensborough Structure Plan to help guide how the area grows and changes into the future. The plan will help inform future land use, growth, development, and how investment is planned in the Greensborough Activity Centre. The goal is to make sure it remains a lively, welcoming and resilient place for the community, in line with Banyule’s vision for "Our well‑built city".

The current Structure Plan for Greensborough Activity Centre (known as the Greenbook) was created in 2006. Since then a lot has changed, including changes to the planning rules and major transport projects like the level crossing removals and North East Link, so its an important time to review it.

The review will take place over two years, finishing in 2027.

  • Stage 1 will focus on listening. We’ll prepare a discussion paper and ask the community what they value about Greensborough Activity Centre and what they think could be improved.
  • Stage 2 will use this feedback to create a draft Greensborough Structure Plan, which will then be shared with the community for further input.

Greensborough Activity Centre will continue to be an important place for shopping and jobs, and it has always been identified as a good location for more housing. Any future growth should reflect what the community wants and needs.

What we know

To help plan for the future of Greensborough Activity Centre we've looked at feedback from past Banyule consultations that included comments from Greensborough residents or about Greensborough places.

While these projects were not just about the Structure Plan, they provide valuable insight into what the community values, the community's priorities and where change is needed in and around the Greensborough Activity Centre.

These insights are the starting point for the Greensborough Structure Plan. The next stage will ask community to validate this information and help shape where growth happens, how places should feel, and what improvements matter most.

What we heard during past consultation

The key themes for what people want Greensborough Activity Centre to look and feel like are:

  • A lively food and entertainment hub

  • Streets designed for people, not cars

  • More trees for shade and biodiversity

  • Simplified and safer roads

  • Well designed homes and shops

  • A refreshed town centre supporting local jobs

Background reports

To help us understand the facts and constraints that shape what is possible, we have completed the following background reports to ensure the conversation starts with a shared understanding of the opportunities and limits of the area:

Economic Land Demand Analysis (Colliers, 2026)

The Economic Land Demand Analysis considers the current viability of shops and office space in Greensborough in order to project how much land might be needed in the future.

The Analysis found that the economic health of the activity centre is generally in a good state, especially compared to other activity centres across Melbourne. The report finds that Greensborough can accommodate extra retail and commercial floorspace over the next 20 years without impacting viability of the existing shops.

Transport Study (Ratio, 2026)

Includes analysis traffic movement and car parking counts, movement and place analysis and key recommendations for improved pedestrian, cycling infrastructure, public transport access and vehicular movement.

Urban Design Considerations (Mesh, 2026)

Reviews the current Structure Plan (the Greenbook) in the context of how the centre has changed over 20 years and the urban design outcomes (positive and negative) that have occurred. It highlights areas of focus for the new Structure Plan including strategic redevelopment sites, better quality-built form and activated public realm.

What can you influence?

  • Where housing growth is located across the activity centre.
  • How building heights are arranged, including:
    • the pattern of height across the centre
    • where taller buildings are most appropriate.
  • The future of Main Street, including how it could be improved as a place to visit, shop and spend time.
  • Built form and character, including how new buildings look and feel.
  • Greensborough’s place identity, including how places of local significance are recognised and respected.
  • How Council‑owned land is used within the activity centre.
  • How Council land could be better used to improve pedestrian safety, movement and connections through the centre.
  • Greensborough Activity Centre will continue to grow as a major shopping and employment destination.
  • Housing growth will occur in the Greensborough activity centre.
  • Building heights will increase in parts of the activity centre to support this growth.
  • New development must be sustainable and well designed, in line with planning policy and Council expectations.
  • Council owns land within the activity centre that is currently under‑utilised for car parking.
  • The laneway between Main Street and Flintoff Street will be improved to increase pedestrian safety.
